Where can I report animal cruelty in my area?

Who you call depends on where you are in the UK and how urgent the situation is.

If an animal is in immediate danger, for example a dog trapped in a hot car or an attack happening in front of you, call 999 first.

What evidence do you need for animal abuse?

You do not need proof to report a concern. That is the investigators’ job. Clear, specific information does make it much easier for them to act, so before you call, try to note:

  1. The exact address or location, with a postcode if you can.
  2. What you saw or heard, described plainly.
  3. The date and time, and how long it has been going on.
  4. The type, number and condition of the animals involved.
  5. Photos or video, only if you can take them safely and legally from a public place or your own property.

Never trespass, confront the person or put yourself at risk to gather evidence. Your safety comes first, and entering private property can also undermine a case.

Can I report animal cruelty anonymously?

The RSPCA treats your personal details in confidence and will not share them unless the law requires it, but it cannot accept calls from withheld numbers. If your phone hides your number, dialling 1470 before 0300 1234 999 shows it for that call. Leaving your details also means an officer can ask follow-up questions or update you.

If you want to report a crime with complete anonymity, the independent charity Crimestoppers takes reports on 0800 555 111 without asking who you are.

Can the police do anything about animal cruelty?

Yes. Animal cruelty is a criminal offence, and the police can investigate, enter premises with a warrant and bring charges. Local authority inspectors also have powers under the Animal Welfare Act 2006, including issuing improvement notices that require an owner to put a welfare problem right.

In England and Wales, the RSPCA is a charity rather than a public authority, so while it investigates a large share of cases, its inspectors rely on the police for powers of entry and seizure. In Scotland, Scottish SPCA inspectors are authorised to enforce animal welfare law and report cases to the Crown Office and Procurator Fiscal Service.

Is animal cruelty a crime in the UK?

Yes, in every part of the UK. Each nation has its own law, but all now allow prison sentences of up to five years for the most serious cases.

In practice, sentencing guidelines reserve the longest sentences for the most serious, prolonged or sadistic cases. Courts can also ban people from keeping animals.

What should I do if I think my neighbour’s pet is being neglected?

Start by watching carefully, without jumping to conclusions. A dog that barks or a cat that roams is not, on its own, a sign of cruelty. Look for patterns instead: an animal that is always outside without shelter, visibly thin, left alone for days, or injured and untreated.

If you know the neighbour and it feels safe, a friendly word can sometimes help, because neglect often happens when an owner is unwell, short of money or overwhelmed. If you are worried, or a conversation would not be safe, report it and let trained officers handle it. You do not have to be certain to raise a concern.
